Directorates

Forest Development Directorate

The Forest Development Directorate is headed by Secretary, Forest Development. It's functions are as follows :

  1. Oversee formulation, implementation and review of forestry and agroforestry development policies, strategies, legislation, guidelines, regulations, standards and plans;
  2. Coordinate collaborations and linkages between the MDAs, County Governments and other stakeholders on forest policy development;
  3. Promote conservation and restoration of Riverine, Coastal and Terrestrial ecosystems for ecological stability;
  4. Oversee the development of frameworks to incorporate Payment for Ecosystem Services (PES) and Natural Capital Accounts (NCA) into National Income Accounts (NIA);
  5. Ensure the implementation of MEAs and other regional instruments and protocols and integration of their provisions into forestry programs, strategies and plans;
  6. Promote forestry research, innovation, efficient technologies institutional strengthening and capacity building and promote Public Private partnerships (PPP) in forestry and Agroforestry
The Forestry Development Directorate is organized into the following three (3) Divisions:
  1. Forest Management , Conservation and Restoration
  2. Agroforestry Development and Commercial Forestry
  3. Forestry Policy & Strategic Initiatives
Forest Management, Conservation & Restoration Division

Headed by Director, Forest Management, Conservation & Restoration. Specific functions of the Division are:

  1. Identify gaps in conservation policies, strategies, legislations, guidelines, regulations, standards and plans;
  2. Coordinate development, review and monitoring of forest management and conservation programs to promote sustainable forestry 
  3. Coordinate development of a database on all forests and forest health status.
  4. Coordinate the development and implementation of frameworks to incorporate Payment for Ecosystem Services (PES) and Natural Capital Accounts (NCA) into National Income Accounts (NIA);
  5. Coordinate the conservation and restoration of Riverine, Coastal and Terrestrial ecosystems for ecological stability;
  6. Promote Public Private Partnerships (PPP) in forest management, conservation and protection and initiate the development and implementation of guidelines for “Adopt a Forest” concept.
The Division is further organized into the following four (4) Sections:
  1. Natural & Plantation Forestry
  2. Drylands Forestry
  3. Ecosystem & Biodiversity
  4. Ecological Restoration Section
Agroforestry Development & Commercial Forestry Division

The Division is headed by Director, Agroforestry Development & Commercial Forestry Division. Specific functions of the Division are to :

  1. Develop, review and coordinate implementation of policies, strategies and programs on commercial forestry;
  2. Mainstream commercial forestry in existing and relevant policies, strategies and Acts;
  3. Coordinate the integration of Carbon Trading System (CTS) into commercial forestry;
  4. Develop guidelines for incentivizing farmers and private sector players in commercial forestry; 
  5. Promote development of commercial private forest investments;
  6. Promote innovative land and tree tenure arrangements that enhance security to enable women and youth invest in long-term commercial forestry;
  7. Support development of initiatives to enhance competitiveness of commercial forestry products and services in the markets.
The Division is organized into the following four (4) Sections:
  1. Farm Forestry & Infrastructure
  2. Forest Enterprise Development
  3. Forestry Technology Development & Innovation
  4. Commercial Forestry
Forestry Policy & Strategic Initiatives Division

 Headed by Director responsible for coordination of Forestry Policy and Strategic Initiatives functions. Specific functions of the Division are to: 

  1. Oversee development, review and implementation of policies, strategies, projects, programs, regulations and plans on forest conservation, ecological restoration, agroforestry and commercial forestry;
  2. Coordinate international, regional and national platforms in resource mobilization to support forest conservation, ecological restoration, commercial forestry and agroforestry activities;
  3. Coordinate strategic linkages for harmonization of the institutional arrangements between national, county governments and non-state actors; 
  4. Coordinate development of proposals to tap international financing for forest conservations, ecological restoration, commercial forestry and agroforestry;
  5. Coordinate implementation of programmes, projects and strategic initiatives for forest conservation, ecological restoration, commercial forestry and agroforestry;
  6. Coordinate development of ecosystem benefits-sharing schemes to promote forest conservation and restoration of degraded landscape and coordinate natural resource accounting and ecosystem valuation for justifying increased investment in landscape restoration.
The Division is organized into the following two (2) Sections:

  2. Forestry Programmes & Strategic Initiatives
