PS MUGAMBI REAFFIRMS INCLUSIVE APPROACH TO MUKUTANI FOREST DECLARATION BEFORE PARLIAMENTARY COMMITTEE
The Principal Secretary for the State Department for Forestry, Mr. Gitonga Mugambi, today appeared before the National Assembly Departmental Committee on Implementation at Bunge Towers, Nairobi, to provide updates on the process surrounding the declaration of Mukutani Forest as a public forest.
During the session, chaired by Budalangi Member of Parliament Hon. Raphael Wanjala, the Ministry of Environment, Climate Change and Forestry reaffirmed its commitment to an inclusive, transparent, and consultative approach in addressing matters arising from the declaration of Mukutani Forest, following deliberations on Public Petition No. 15 of 2023.
The Principal Secretary highlighted the Ministry’s ongoing efforts to ensure that all legal, procedural, and stakeholder engagement requirements are fully aligned with the Constitution and the Forest Conservation and Management Act, 2016. He noted that the Ministry continues to engage relevant stakeholders while addressing concerns raised regarding the 2017 gazettement of the forest.
Spanning more than 13,000 hectares, Mukutani Forest remains a vital ecosystem supporting water catchment functions, biodiversity conservation, climate resilience, and national tree cover restoration targets.
Mr. Mugambi emphasized the importance of public participation and stakeholder collaboration in forest governance, noting that the Ministry is strengthening engagement mechanisms to enhance transparency, inclusivity, and public confidence. The process brings together key institutions, including the National Land Commission, the Kenya Forest Service, the Baringo County Government, community representatives, and other stakeholders.
He further assured the Committee that the ongoing consultations are aimed at safeguarding conservation gains while promoting community participation, protecting cultural heritage, and supporting sustainable livelihoods. Public forums, stakeholder meetings, and structured feedback mechanisms continue to play a central role in ensuring all views are considered.
The session was also attended by senior officials from the State Department for Forestry, led by Forestry Development Secretary Mr. George Tarus and Kenya Forest Service Chief Conservator of Forests Mr. Alex Lemarkoko.
